In the Canadian government’s National Occupation Classification, nurses fall into one of two categories (NOC). NOC 3012, skill level A, is assigned to registered nurses and registered psychiatric nurses, while NOC 3233, skill level B, is assigned to licensed practical nurses.
These skill levels are significant because they influence the types of immigration programs that nurses may be eligible for. As a result of the pandemic, Canada received fewer immigrants in 2020 than it had anticipated.

The Federal Skilled Worker Program (FSWP) and the Canadian Experience Class are two of Canada’s most popular federal economic immigration programs (CEC). It is necessary to have skilled work experience to be eligible for these programs. A minimum of one year of continuous work experience in an occupation with a NOC skill level of 0, A, or B is required for the FSWP. This experience can be from anywhere in the world, but it must have occurred within the last ten years.
A CLB 7 in English or an NCLC 7 in French is required in all four language competencies: reading, writing, speaking and listening. They must also score 67/100 on a six-factor test that evaluates candidates’ educational level, language skills, and whether they have a job in Canada.
The CEC, on the other hand, requires a year of NOC 0, A, or B experience in Canada within the last three years. Applicants have to show scores across all four language abilities. CLB or NCLC 7 for applicants for NOC 0 or A profession, CLB / NCLC 5 for applicants for NOCB profession.
Neither program requires an individual to have a job, but it can greatly increase the chances of receiving an ITA. IRCC operates FSWP and CEC using a tool called Express Entry.

Some states have multiple programs that welcome nurses. Federal and state programs may also interact. For example, a state can use Express Entry to host part of its stream. The stream in which this association is made is called an “extension”.
