To be accepted for this programme, you must be trained or have professional abilities that will aid your integration into the Quebec labour market. The – Programme de l’expérience québécoise (PEQ) is an option for foreign students with a diploma from a Quebec post-secondary institution and skilled employees with experience.
To be eligible for this programme, you must be 18 years old or older, desire to work in Quebec, and have advanced intermediate French language skills.
The Quebec Permanent Immigration Pilot Programs are designed for foreign employees in the culinary industry, orderlies, artificial intelligence, information technology, and visual effects. The programme chooses up to 550 individuals to assist in meeting the increased need for qualified professionals in these industries. Additionally, accompanying family members may be eligible for Quebec selection criteria (CSQ) under these programmes.
There is an opportunity to apply for a non-French speaker profile under the Permanent Immigration Pilot Program for employees in the artificial intelligence, computer technology, and visual effects industries. Those who meet this criteria are immediately enrolled in a free individualised programme called “Accompagnement Québec,” which is aimed to assist people learn French and integrate into Quebec society.
Quebec Business Immigration Programs are for international employees with the financial means to apply for Quebec immigration through one of three programmes:
The Entrepreneur programme is designed for people who want to start or buy a business in Quebec.
The Investor Program: This programme is for people who wish to come to Quebec to invest. This is Canada’s only passive investor programme that does not need business management in Quebec.
The Self-Employed Program: This programme is designed for self-employed professionals and tradespeople.
Family Sponsorship
You can sponsor a family member to come to Quebec and become a permanent resident by using family class immigration sponsorship. To apply for sponsorship in Quebec, you must go via the Ministry of Immigrationas well as Immigration, Refugees, and Citizenship Canada (IRCC). To sponsor a family member in all provinces except Quebec, you must be able to give financial assistance for the person’s necessities (i.e. food, clothes, shelter, etc.). Furthermore, if you are supporting a parent or grandparent, the sponsor must earn more than the Minimum Necessary Income (MNI) to demonstrate that they can support themselves and the family they are sponsoring.

Furthermore, under family class sponsorship, you are required to sign an undertaking that makes you legally responsible for the person you are sponsoring, whether the sponsored person is a spouse, partner, dependent child, parent or grandparent. The length of the undertaking is based on the family member you are sponsoring.
In Quebec, the length of the undertaking for a dependent child differs from the rest of Canada based on the age of the child, as shown in the table below.

Refugee Immigration programs
Individuals may come to Canada under the refugee category or for humanitarian reasons. Refugees who have arrived in Canada in search of safety may apply for asylum and have their claims recognized by the Immigration and Refugee Board. Those who do not fit within the above categories but make a strong case on humanitarian and compassionate grounds may be awarded permanent residence status.
Quebec contributes to the protection of refugees and asylum seekers. In comparison to the rest of Canada, applications submitted for Quebec go through an additional phase of processing.
